About CGRF | CGRF के बारे में

The Consumer Grievance Redressal Forum (CGRF) is constituted in accordance with the applicable regulations for the redressal of grievances of electricity consumers. Under the prescribed arrangement, the Forum is established at the Electric Supply Circle level under the concerned distribution licensee.

उपभोक्ता शिकायत निवारण फोरम (Consumer Grievance Redressal Forum — CGRF) का गठन लागू विनियमों के अनुसार विद्युत उपभोक्ताओं की शिकायतों के निवारण हेतु किया जाता है। निर्धारित व्यवस्था के अंतर्गत इसका गठन संबंधित वितरण लाइसेंसी के विद्युत आपूर्ति सर्किल स्तर पर किया जाता है।

Jurisdiction | क्षेत्राधिकार

The jurisdiction of each CGRF extends throughout the concerned Electric Supply Circle, including all Electric Supply Divisions, Sub-Divisions and Sections falling within that Circle, subject to the applicable regulations.

प्रत्येक CGRF का क्षेत्राधिकार संबंधित विद्युत आपूर्ति सर्किल के संपूर्ण क्षेत्र में होगा। इसमें उस सर्किल के अंतर्गत आने वाले सभी विद्युत आपूर्ति प्रमंडल, उप-प्रमंडल एवं सेक्शन शामिल होंगे, जो लागू विनियमों के अधीन होंगे।

Types of Grievances | शिकायतों के प्रकार

Defect or deficiency in electricity supply or service
Complaints concerning deficiencies, irregularities, repeated interruptions or other defects in electricity supply or services provided by the distribution licensee.

विद्युत आपूर्ति या सेवा में दोष अथवा कमी: वितरण लाइसेंसी द्वारा प्रदान की जा रही विद्युत आपूर्ति या सेवा में कमी, अनियमितता, बार-बार बाधा अथवा अन्य त्रुटियों से संबंधित शिकायतें।
Unfair or restrictive trade practices
Complaints relating to unfair or restrictive practices adopted by the licensee while providing electricity services.

अनुचित या प्रतिबंधात्मक व्यापार व्यवहार: विद्युत सेवाएँ प्रदान करते समय लाइसेंसी द्वारा अपनाई गई अनुचित या प्रतिबंधात्मक व्यापारिक प्रक्रियाओं से संबंधित शिकायतें।
Charging more than the prescribed tariff
Complaints concerning charges exceeding the tariff or price determined by the Electricity Regulatory Commission for electricity supply and related services.

निर्धारित दर से अधिक शुल्क वसूलना: विद्युत आपूर्ति एवं संबंधित सेवाओं के लिए विद्युत विनियामक आयोग द्वारा निर्धारित टैरिफ या मूल्य से अधिक राशि वसूलने की शिकायतें।
Billing errors
Complaints about incorrect electricity bills, incorrect meter readings, incorrect tariff application or other billing mistakes.

बिलिंग संबंधी त्रुटियाँ: गलत विद्युत बिल, गलत मीटर रीडिंग, गलत टैरिफ लागू करना अथवा बिल में अन्य त्रुटियों से संबंधित शिकायतें।
Erroneous disconnection of electricity supply
Complaints concerning disconnection without a proper basis or contrary to applicable rules and procedures.

विद्युत आपूर्ति का गलत तरीके से विच्छेदन: उचित आधार के बिना अथवा लागू नियमों एवं प्रक्रियाओं के विपरीत विद्युत आपूर्ति काटने से संबंधित शिकायतें।
Unsafe or hazardous electricity services
Complaints about electricity services that endanger public life or violate applicable laws, rules or safety standards.

असुरक्षित या खतरनाक विद्युत सेवाएँ: ऐसी विद्युत सेवाओं से संबंधित शिकायतें जिनसे जनजीवन को खतरा हो अथवा जो लागू कानूनों, नियमों या सुरक्षा मानकों का उल्लंघन करती हों।
Other grievances connected with electricity supply
Other grievances concerning electricity supplied by the licensee, except matters falling under Sections 126, 135 to 139, 143, 152 and 161 of the Electricity Act, 2003.

विद्युत आपूर्ति से संबंधित अन्य शिकायतें: उपभोक्ताओं को लाइसेंसी द्वारा विद्युत आपूर्ति से संबंधित अन्य सभी शिकायतें, सिवाय विद्युत अधिनियम, 2003 की धारा 126, धारा 135 से 139, धारा 143, धारा 152 एवं धारा 161 के अंतर्गत आने वाले मामलों के।

The following sections are listed as exclusions in the description of CGRF grievance categories above. Their applicability and the appropriate legal forum should be verified against the current Act and applicable regulations.

नीचे दी गई धाराएँ CGRF की शिकायत श्रेणियों के उपर्युक्त विवरण में अपवर्जन के रूप में उल्लिखित हैं। इनकी प्रयोज्यता तथा उचित कानूनी मंच की पुष्टि वर्तमान अधिनियम और लागू विनियमों के अनुसार की जानी चाहिए।

Section 126 धारा 126	Assessment for unauthorised use of electricity Assessment of electricity charges where unauthorised use is detected, subject to the Act's provisions. अनधिकृत विद्युत उपयोग का आकलन: अनधिकृत तरीके से विद्युत उपयोग पाए जाने पर विद्युत शुल्क का आकलन, जैसे मीटर से छेड़छाड़, अनधिकृत माध्यम से उपयोग, स्वीकृत उद्देश्य से अलग उपयोग अथवा अनधिकृत परिसर में उपयोग।
Section 135 धारा 135	Theft of electricity Provisions relating to dishonest abstraction, consumption or use of electricity under the Act. विद्युत चोरी: विद्युत की चोरी से संबंधित प्रावधान, जिसमें अधिनियम में निर्धारित शर्तों के अधीन बेईमानी से विद्युत का उपयोग, उपभोग या विद्युत प्राप्त करना शामिल है।
Section 136 धारा 136	Theft of electric lines and materials Provisions relating to theft of electric lines or materials used in electricity supply. विद्युत लाइनों एवं सामग्री की चोरी: विद्युत आपूर्ति में प्रयुक्त विद्युत लाइनों या संबंधित सामग्री की चोरी से संबंधित प्रावधान।
Section 137 धारा 137	Receiving stolen electric lines or materials Provisions concerning dishonest receipt or possession of stolen electric lines or materials, subject to the statutory conditions. चोरी की सामग्री प्राप्त करना: निर्धारित वैधानिक शर्तों के अंतर्गत चोरी की गई विद्युत लाइन या सामग्री को बेईमानी से प्राप्त करने अथवा अपने पास रखने से संबंधित प्रावधान।
Section 138 धारा 138	Unauthorised interference with meters or licensee's works Provisions relating to unauthorised interference with meters, electric lines or other works of the licensee, in the circumstances specified by the Act. मीटर या लाइसेंसी के कार्यों में अनधिकृत हस्तक्षेप: मीटर, विद्युत लाइन या लाइसेंसी के अन्य कार्यों में अनधिकृत हस्तक्षेप तथा निर्धारित परिस्थितियों में अनधिकृत पुनः संयोजन आदि से संबंधित प्रावधान।
Section 139 धारा 139	Negligently damaging electric works Provisions concerning negligent breaking, damaging or destruction of electricity-related materials or works. लापरवाही से विद्युत कार्यों को क्षति पहुँचाना: विद्युत आपूर्ति से संबंधित सामग्री को लापरवाही से तोड़ने, नुकसान पहुँचाने या क्षतिग्रस्त करने से संबंधित प्रावधान।
Section 143 धारा 143	Power to appoint an adjudicating officer Provisions concerning appointment of an adjudicating officer by the Commission for specified matters under the Act. निर्णयन की शक्ति: अधिनियम के अंतर्गत निर्दिष्ट मामलों की जाँच करने तथा निर्धारित परिस्थितियों में दंड लगाने के लिए सक्षम आयोग द्वारा निर्णायक अधिकारी नियुक्त करने का प्रावधान।
Section 152 धारा 152	Compounding of offences Legal provisions for compounding specified offences under the conditions laid down in the Act. अपराधों का शमन: अधिनियम में निर्धारित शर्तों के अधीन विद्युत चोरी सहित निर्दिष्ट अपराधों के शमन की कानूनी व्यवस्था।
Section 161 धारा 161	Notice of accidents and inquiry Provisions relating to reporting electrical accidents and conducting inquiries in accordance with the Act. दुर्घटनाओं की सूचना एवं जाँच: विद्युत दुर्घटनाओं की सूचना देने तथा अधिनियम के अनुसार ऐसी दुर्घटनाओं की जाँच से संबंधित प्रावधान।
